FEMA just doesn't have a large enough budget to cover all the disasters the nation faces. New disasters put strains on rebuilding programs as states hit by even the smaller disasters look to FEMA for recovery money.
The lesson is clear for individual citizens... be grateful for whatever help you may receive from FEMA and others after a disaster but don't take it for granted. Prepare yourself for any emergency or disaster. We have primary responsibility for ourselves and our families.
